On June 11, the game receives both the Thunder at Our Gates Theater Pack and a free War Effort patch, featuring a long-overdue naval overhaul and significant quality-of-life improvements.

The Theater Pack places three nations at the center of the Pacific War, each caught between rival power blocs in the critical 1936–1941 period.

Australia — A member of the British Commonwealth, Australia can lean into its imperial ties or chart a course toward greater independence as the Japanese threat grows in the Pacific. Its focus tree reflects the political tensions of the era and the continent’s pivotal role in the South Pacific theater.

Siam (historical Thailand) — Sandwiched between British colonial territory to the south and a rising Japan to the north, Siam offers a rare diplomatic balancing act for HOI4 players. You can align with either bloc, resist both, or navigate neutrality — a type of gameplay depth that few non-European nations in HOI4 have historically enjoyed.

Dutch East Indies (playable Indonesia) — Under Dutch colonial administration in 1936, the Dutch East Indies can launch an independence movement or serve as a vital resource pipeline for the Netherlands. Its deeper national rework arrives in the free War Effort patch rather than the DLC itself.

Two New Cross-Faction Systems: Army HQs and Navy Captains {#new-systems}

Beyond the three focus trees, Thunder at Our Gates introduces two new mechanics that apply to every nation in the game.

Army Headquarters (Army HQs) — A new command layer sits between army groups and individual corps, giving players a cleaner way to manage large-scale operations across wide fronts without micromanaging every division. Expect this to matter most in mid-to-late game when the front lines stretch across continents.

Navy Captains — Individual ships can now have their own named officers with evolving traits gained through battle experience. This RPG layer adds meaningful personality to naval management, a part of the game that has historically felt more abstract than land warfare.

War Effort Patch: Free Naval Overhaul and Quality of Life {#war-effort}

Here’s the headline for players on the fence: the War Effort patch is entirely free, and it’s substantial.

Complete Naval Rework

HOI4’s naval mechanics have been a recurring frustration for years. The War Effort patch addresses core issues:

  • The submarine detection formula is rebuilt from scratch, and the minimum naval hit chance drops from 2% to 0.5%, significantly reducing torpedo over-lethality.
  • Carrier-based aircraft can now execute air missions while their task force is conducting a naval mission — removing a long-standing limitation.
  • Strike forces can target engagements already in progress, improving their tactical responsiveness.

Indonesia National Focus Overhaul (Free)

All players receive a deep rework of Indonesia’s national focus tree: a three-stage National Revolution, a 10-step Escalation system, and distinct political paths for Sukarno and Tan Malaka.

“Click Reduction Technologies”

One of the most-requested QoL improvements, this change consolidates or removes repetitive industrial and political prompts that accumulate in mid-to-late game, meaningfully reducing busywork.

Performance Improvements

Late-game execution speed (1942 onward) is improved — a critical fix for long campaigns where slowdown has historically dragged sessions to a crawl.

Is Thunder at Our Gates Worth Buying? {#verdict}

The War Effort patch alone is reason enough to return to HOI4 regardless of whether you buy the DLC. The naval rework addresses longstanding complaints, and the performance improvements matter on long campaigns.

Thunder at Our Gates makes most sense for players who:

  • Enjoy non-European theaters and nations that don’t usually get the spotlight;
  • Want to explore the Pacific War from angles beyond Japan or the United States;
  • Are collecting Theater Packs — this is the fourth, following Peace for Our Time, Trial of Allegiance, and Graveyard of Empires.

If you primarily play Western Europe or classic Axis scenarios, the Theater Pack is optional. But the free patch is worth installing either way.
