Imperator: Rome is the grand strategy game on the ancient Mediterranean from Paradox Interactive, released on April 25, 2019 for PC, Mac, and Linux. The game starts in 304 BC (just after the Wars of the Diadochi — the fragmentation of Alexander’s empire) and ends in 27 BC (Augustus proclaimed the first Roman emperor).
Imperator had a difficult launch criticized by the community, but after the 2.0 Marius update (2020), it became one of the deepest Paradox games — before being placed on development pause. Since 2024, rumors of revival have been circulating.
What makes Imperator: Rome unique?
Imperator combines the best ingredients from other Paradox games:
- The densely populated map of EU4 (each province has its resources, pops, cities)
- The character system of CK3 (every general, governor, senator has traits, ambition, loyalty)
- The pop economy of Victoria (citizens, freemen, slaves, tribesmen, with conversion rates)
- Unique barbarian invasions and migrations
All set in the most visually spectacular Paradox decor: Rome, Carthage, Alexandria, Persepolis — ancient cities rendered in 3D with love.
Key mechanics
The Roman political system
If you play Rome, you manage the senatorial factions (Populares, Optimates, Religious, Military, Mercantile) and their support. A senator who becomes too popular can become a strongman who marches on Rome — the historical basis for the civil wars between Marius and Sulla, then Caesar and Pompey.
Pops and social classes
Four classes per province:
- Citizens: produce trade, research
- Freemen: produce goods, provide light troops
- Tribesmen: peasant equivalents, base of the army for non-civilized
- Slaves: produce raw resources
Conversion between classes (e.g., freemen → citizens via promotion) is a major growth lever.
Historical missions
Every major power has missions — scripted objectives with rewards (claims, bonuses, events). Rome’s missions retrace the conquest of Italy, Gaul, Greece, Asia Minor, Carthage, and Egypt.
Inventions and technology
4 categories: military, civic, oratory, religious. Each unlocks buildings, units, and permanent bonuses. Inventions remain available to nations conquered later, allowing for large technological leaps.
Cultural and religious unity
Conquering isn’t enough: you need to culturally assimilate and religiously convert annexed populations. Otherwise foreign pops generate unrest and fuel revolts.
Major nations to explore
| Nation | Difficulty | Playstyle |
|---|---|---|
| Rome (Republic) | Easy | Massive mission tree, historical expansion |
| Carthage | Medium | Trading empire, powerful navy |
| Ptolemaic Egypt | Easy | Wealthy, Alexandria, Greco-Egyptian heritage |
| Seleucids | Medium | Alexandrine empire to rebuild |
| Macedonia | Medium | Hellenistic phalanx, Alexander legacy |
| Maurya Empire | Easy-Medium | Unified India, colossal resources |
| Athens / Sparta | Hard | Greek city-states, Mediterranean challenge |
| Celtic tribes | Hard | Nomadism, migrations, low tech |
DLC
Imperator had a short DLC cycle before the pause:
- Magna Graecia content pack (2019) — Greek city-states of Sicily and Southern Italy
- Heirs of Alexander (2020) — Diadochi rework
- The Punic Wars content pack (2020) — Carthage and Punic Wars
- Patch 2.0 Marius (free, 2020) — Massive game rework, considered the “real release”
All DLCs add content without being essential. The free 2.0 Marius patch is essential.
Best mods
This is probably the best reason to play Imperator in 2026: its modding scene is rich.
- Invictus — The must-have mod, considered an unofficial “version 3.0”
- Asia Expansion Project — Extends the map to East Asia (Han, Xiongnu)
- Terra Indomita — Map rework, more provinces, more depth
- Magnae Aetates — Improved mission trees and events
- Imperator Mores — Adds roleplay events

Tips for getting started
- Start with Rome — the tutorial and missions guide perfectly
- Install Invictus from the start: it’s a mod so massive it’s become the community standard
- Watch your generals’ loyalty: a general at 33% loyalty with 30+ units is a time bomb (rebellion guaranteed)
- Don’t forget cultural conversion: an empire with 80% foreign pops is unmanageable
- Build roads between your capitals: improves movement and cohesion

With. Invictus is so well integrated that it's considered the definitive version of the game. It fixes vanilla problems (empty mission trees, poor events) and adds hundreds of hours of content. Is Imperator playable solo?
