Paradox put it plainly in the Sommarfältprov announcement: Regimental Support companies were overperforming relative to their economic cost. The org/strength/equipment ratio was too favorable, which turned these units from situational bonuses into something close to mandatory in any serious division build.

The correction works on three fronts: organisation, strength, and equipment requirements are all scaled back. The goal is to restore Regimental Support as a targeted bonus rather than a universal force multiplier.

One confirmed specific change: the Light Tank Destroyer Regimental Support now carries the Soft Attack penalty that already applies to every other TD Regimental Support unit. It was an inconsistency that made this variant unusually attractive compared to its counterparts.

Line Artillery gets the offensive role it was supposed to have

Paradox describes Line Artillery as “a long and arduously debated topic.” The original premise — giving infantry divisions real offensive punch without building out full artillery brigades — had never quite worked in practice.

Sommarfältprov changes three concrete stats.

Max Strength increased across Line Artillery units.

Motorized Rocket Artillery: Defense rises from 15 to 16; Breakthrough rises from 12 to 20.

Piercing improved for a more credible offensive role against mechanized infantry.

A Breakthrough of 20 on Motorized Rocket Artillery changes the calculus for Soviet and Chinese offensives in particular. Both nations traditionally rely on large infantry pools. If this buff survives community review and ships to the live branch, mixed infantry/Motorized Rocket Artillery templates could become a credible offensive option again.

Land Doctrines: Mobile Infantry, Defensive Postures, Assault Infantry

The beta does not stop at unit stats. A full pass on Land Doctrines targets three trees: Mobile Infantry, Defensive Postures, and Assault Infantry. The team identified unintended bonuses that had accumulated across multiple patches and is reworking the scaling of rewards across these branches.

Naval and Air Doctrines are not part of this first cycle — they are planned for a subsequent beta update. Game Designer Zwirbaum is coordinating community feedback throughout the process and is the primary point of contact for questions.

This mirrors the Spring 2026 Naval Balance Beta, which revised Naval AI templates over several weeks before those changes were integrated into the June War Effort patch. Paradox has settled on this community beta model for any rebalancing with significant meta implications.

What to watch next

The Sommarfältprov beta is free and available via Steam beta opt-in. There is no announced integration date. Paradox says there is no guaranteed update cadence and no promise that the beta will reach the main version unchanged.

What matters is the template test: the higher Breakthrough is worth comparing, but it does not automatically make every artillery slot efficient once fuel, trucks, and combat width enter the calculation.

If your templates rely heavily on stacked Regimental Support, plan for a redesign. If you have been avoiding Line Artillery, the Breakthrough buff may justify revisiting infantry templates for nations with large manpower pools and access to Motorized Rocket Artillery.

For a breakdown of the nations added in the most recent DLC: Thunder at Our Gates guide — Australia, Siam and Dutch East Indies.

HOI4 Thunder at our Gates: Australia, Siam and Dutch East Indies Get Their Focus Trees

"Preview of HOI4 Theater Pack Thunder at our Gates, releasing June 11, 2026: focus trees for Australia,

HOI4 Thunder at our Gates: The Asia-Pacific Theater Finally Gets Its Due

On June 11, 2026, Hearts of Iron IV marks its tenth anniversary and simultaneously launches a new Theater Pack: Thunder at our Gates. Three nations that have been largely absent from meaningful gameplay — Australia, Siam, and the Dutch East Indies — receive full national focus trees at last. The pack also introduces two new military mechanics available to all nations.

Alongside the paid DLC, Paradox releases the free patch 1.18, which improves the interface, AI behavior, and naval balance for every player regardless of whether they purchase the Theater Pack.

For fans of the Pacific and Southeast Asian theaters, this is arguably the most anticipated HOI4 DLC in years.

Australia: Elections, the Great Depression, and Alt-History Paths

Australia is the headline nation of this pack. Caught between the economic aftermath of the Great Depression and escalating demands from London, it offers one of the most nuanced political trajectories ever built into HOI4.

The Australian focus tree lets players directly influence federal elections and shape the government’s direction. Two major alternative paths emerge: a Nationalist Australia that progressively emancipates itself from the British Commonwealth, or a Communist Australia rooted in the labor movements that shook the country throughout the 1930s. The Canberra Air Disaster event — a crash that killed several cabinet ministers in 1940 — provides an unprecedented narrative pivot that reshuffles political power mid-war.

Australia’s small population and scattered territory create genuine logistical constraints: limited workforce during general mobilization, modest industrial output. Paradox has built in mechanics to reflect these historical challenges.

Siam: Military Coup or Constitutional Reform

Siam (modern-day Thailand) was one of the few nations in Southeast Asia to retain independence during World War II — at the cost of constant diplomatic compromise. Thunder at our Gates finally makes it a first-class gameplay subject.

The Siamese focus tree opens with a central question: a civilian constitutional government — fragile but legitimate — or a military coup ensuring stability at the expense of freedoms? A middle path attempting to balance both is also available. The rapid industrialization mechanic opens the possibility of unprecedented economic growth for a nation that has historically been marginal in HOI4 playthroughs.

The most striking option is the imperialist path: following the historical legacy of the Rattanakosin Kingdom, players can seek to unify Thai peoples from neighboring regions and build a significant regional power.

Dutch East Indies: Oil, Rubber, and Resistance

The Dutch East Indies — today’s Indonesia — never had a meaningful focus tree in HOI4 despite their enormous strategic importance. Thunder at our Gates addresses this with a focus on their strategic reserves of oil and rubber, which made them Japan’s primary target in 1941.

The central mechanic revolves around the Soetardjo Petition: a 1936 document calling for progressive autonomy from the Netherlands. Whether accepted or refused, it determines the colony’s political trajectory — loyalty to the Dutch crown, negotiated autonomy, or outright independence. Indigenous and Dutch military forces have separate focus branches reflecting their often-difficult cooperation.

Two New Mechanics for All Nations

Thunder at our Gates isn’t limited to the three new nations. The pack introduces two global mechanics:

Ship Captains: an extension of Götterdämmerung’s naval system, allowing specialized officers to be assigned to fleets for tactical combat bonuses

Army Headquarters: generals can now be deployed to an advanced command post, boosting adjacent units — but risking capture if the enemy breaks through

Both mechanics deepen the operational layer without overloading the interface, a direction HOI4 players will welcome.

Free Patch 1.18: What Changes for Everyone

On June 11, even players who don’t purchase Thunder at our Gates benefit from free patch 1.18. Paradox has announced:

Significant reduction in the number of clicks required for repetitive actions (“click reduction technologies”)

AI improvements (military behavior and naval management)

Submarine detection rebalancing (currently too easy)

Performance fixes for long campaigns

This patch coincides with HOI4’s 10th anniversary (June 6, 2016 → June 6, 2026). Paradox has promised anniversary surprises, with details still to be revealed in upcoming dev diaries.

Should You Pre-Purchase Thunder at our Gates?

At $19.99, Thunder at our Gates sits in the mid-range of Paradox DLC pricing — more expensive than a Focus Pack ($5-8) but less than a major expansion ($29-35). It is included in Expansion Pass 2, alongside other yet-unannounced content.

If you regularly play the Asia-Pacific theater, the purchase is a no-brainer. For players focused on Europe, the ship captain and army HQ mechanics still add genuine value even without the new nations. Watch upcoming dev diaries for further details before the June 11 release.

Released on June 11, 2026 alongside the free Patch 1.19 “War Effort”, the Thunder at Our Gates Theater Pack gives complete national focus trees to three nations long confined to background roles in Hearts of Iron IV: Australia, Siam, and the Dutch East Indies.

For players who always wanted to challenge Japan from the Pacific, contest colonial dominance, or reshape Southeast Asian geopolitics, this is arguably the most anticipated HOI4 DLC in years.

This guide covers the key paths for each nation, the new mechanics introduced by the pack, and strategies to get the most out of every focus tree.

Table of Contents

Australia: elections, alternate history and logistics

Siam: coup or reform, then empire

Dutch East Indies: oil, independence and the petition

Army HQs and Ship Captains

Patch 1.19 War Effort: what changes for everyone

Australia: Elections, Alternate History and Logistics Challenges {#australia}

Australia is the flagship nation of this pack. Caught between the wounds of the Great Depression and growing demands from London, it offers one of the most nuanced political trajectories ever built into HOI4.

Historical / Loyal Commonwealth path: the most accessible branch for new players. You maintain ties with Britain, benefit from British logistical support, and your troops join the North African or Pacific fronts as Allied needs dictate. This path faithfully simulates Australia’s historical role and provides natural progression through 1942.

Nationalist / Australia First path: the major alternate history fork. The tree splits around a leadership question:

Under P.R. Stephensen, Australia demands total emancipation from the Commonwealth, can strike a deal with Nazi Germany, and follows an aggressively nationalist authoritarian course

Under Adela Pankhurst Walsh, the country gradually distances itself, capitalizing on British strength before declaring sovereign independence in the late 1930s

Communist path: inspired by powerful labor movements of the 1930s, this branch revolutionizes the Australian economy and aligns the country with the USSR. Politically difficult to manage (public opinion is conservative), but rewarding for players who enjoy high-risk runs.

The Canberra Air Disaster event is one of the most original narrative pivots ever built into HOI4. This real air crash that killed several cabinet ministers in 1940 is recreated as a major event redistributing political power mid-war. Depending on your focus branch, it can destabilize a fragile coalition or accelerate an authority transfer.

Key constraint to plan around: low population density and geographic dispersion (coast vs. interior) create realistic logistical challenges modeled by Paradox. Build your rail network from 1936 — Pacific supply lines will not forgive shortfalls.

Siam: Coup or Constitutional Reform, Then Empire {#siam}

Siam (modern-day Thailand) is one of the few Southeast Asian nations to have preserved its independence from colonial powers — at the cost of constant compromise. Thunder at Our Gates finally makes it a full gameplay subject.

The core question: from turn one, the Siamese tree depicts the fracture within the Khana Ratsadon — the party that had peacefully overthrown absolute monarchy in 1932. By 1936, its civilian and military wings are pulling in opposite directions, and it falls to the player to decide.

Civilian constitutional path: fragile but legitimate. You prioritize progressive industrialization, social reforms, and an active neutrality diplomacy that can carry you through the war without occupation. Siam’s unique rapid industrialization mechanic is at its strongest here, enabling unprecedented economic growth for a nation historically marginal in HOI4.

Military coup path: stability at the cost of freedoms. The military axis favors rapid mobilization and authoritarian politics, useful if you anticipate early conflict with French colonizers or Japan. Suppressing freedoms takes a long-term toll on domestic stability.

The Rattanakosin path: the most spectacular option in the pack. Drawing on the historical memory of the Rattanakosin Kingdom, you seek to unify Thai peoples across neighboring territories — Burma, Laos, Malaya. This aggressive strategy requires precise timing (exploiting British or French colonial weakness) but offers the chance to build a significant Asian regional power with no precedent in HOI4.

Practical tip: regardless of your path, stockpile rubber and oil from 1936. Siam will be coveted — negotiate your neutrality from a position of economic strength.

Dutch East Indies: Oil, Rubber and Colonial Destiny {#dutch-east-indies}

The Dutch East Indies (modern Indonesia) represented a glaring gap in HOI4: a nation of critical strategic importance to Imperial Japan, yet with no national focus tree worth the name. Thunder at Our Gates addresses this with a tree centered on vital resources and political identity.

The Soetardjo Petition is the central mechanic. This historical 1936 document requesting progressive autonomy from the Netherlands triggers an event approximately 140 days into the game. Your response determines the colony’s political path:

Loyalist path: you remain under Dutch authority and benefit from The Hague’s military support, but face the 1941-42 Japanese invasion without room for error

Autonomy path: a middle road negotiating progressive competency transfers while maintaining economic cooperation with the Netherlands

Independence path: highest risk, highest reward. Managing the break with the Netherlands, preparing for potential conflict on two fronts (colonial and Japanese), but able to build a sovereign Indonesian state before 1942

Resource management is decisive across all paths. The Dutch East Indies hold one of the largest oil and rubber reserves of 1936 — resources Japan must control to fuel its war machine. Negotiating their access or actively defending them directly influences Imperial Japan’s strategic decisions.

The indigenous military forces (KNIL — Royal Netherlands East Indies Army) and local volunteers have distinct focus branches, reflecting the complexity of colonial military cooperation.

Army HQs and Ship Captains: Two Mechanics That Change the War {#mechanics}

Thunder at Our Gates adds two mechanics available to all nations that own the DLC.

Army Headquarters: generals can now be deployed to an advanced command post at the front, buffing adjacent land units through command synergies. A good general in the right position can flip a defensive battle — but an over-extended HQ is vulnerable to enemy breakthroughs. Capturing an enemy Army HQ general triggers massive morale penalties on surrounding units.

Ship Captains: a direct extension of the naval system introduced in Götterdämmerung, this mechanic lets you assign named officers to your capital ships. Each captain develops skills through combat and can be promoted to admiral commanding entire squadrons. Players investing in naval power — Australia and Dutch East Indies especially — will see significant returns on naval efficiency.

Patch 1.19 War Effort: Improvements for Everyone {#patch}

Even without buying Thunder at Our Gates, Patch 1.19 “War Effort” released June 11 improves the HOI4 base experience:

Deep naval overhaul: new fleet AI model, rebalanced submarine detection, restructured naval templates

Click reduction technologies: significantly fewer repetitive clicks for mass actions (general assignments, supply chain logistics)

Indonesia revision: even without the DLC, the base Indonesian content receives improvements

Performance optimizations: better handling of late-game performance (1943 and beyond)

A hotfix 1.19.0.1 was deployed shortly after release to address the most critical launch bugs.

Conclusion: Thunder at Our Gates Finally Opens the Pacific

Thunder at Our Gates delivers exactly what HOI4 Pacific theater players have been waiting for: three nations with genuine political and historical depth, two mechanics that enrich combat for everyone, and a solid free patch for the entire community.

For background before diving in, our Thunder at Our Gates preview covers Paradox’s original announcements.
Hearts of Iron IV turned ten years old on June 6, 2026, and Paradox Development Studio is celebrating in style. On June 11, the game receives both the Thunder at Our Gates Theater Pack and a free War Effort patch, featuring a long-overdue naval overhaul and significant quality-of-life improvements.

Whether you’re returning after a break or just looking for a reason to start another campaign, June 11 is the day to jump back in.

Thunder at Our Gates — Three new nations with full focus trees (paid DLC, part of Expansion Pass 2)

War Effort patch — Naval rework, Indonesia focus tree overhaul, click reduction tech (free for all players)

Thunder at Our Gates: Three New Nations

New Mechanics: Army HQs and Navy Captains

War Effort Patch: Free Naval Overhaul and QoL

Is the DLC Worth Buying?

Thunder at Our Gates: Australia, Siam, and the Dutch East Indies {#thunder-at-our-gates}

The Theater Pack places three nations at the center of the Pacific War, each caught between rival power blocs in the critical 1936–1941 period.

Australia — A member of the British Commonwealth, Australia can lean into its imperial ties or chart a course toward greater independence as the Japanese threat grows in the Pacific. Its focus tree reflects the political tensions of the era and the continent’s pivotal role in the South Pacific theater.

Siam (historical Thailand) — Sandwiched between British colonial territory to the south and a rising Japan to the north, Siam offers a rare diplomatic balancing act for HOI4 players. You can align with either bloc, resist both, or navigate neutrality — a type of gameplay depth that few non-European nations in HOI4 have historically enjoyed.

Dutch East Indies (playable Indonesia) — Under Dutch colonial administration in 1936, the Dutch East Indies can launch an independence movement or serve as a vital resource pipeline for the Netherlands. Its deeper national rework arrives in the free War Effort patch rather than the DLC itself.

Two New Cross-Faction Systems: Army HQs and Navy Captains {#new-systems}

Beyond the three focus trees, Thunder at Our Gates introduces two new mechanics that apply to every nation in the game.

Army Headquarters (Army HQs) — A new command layer sits between army groups and individual corps, giving players a cleaner way to manage large-scale operations across wide fronts without micromanaging every division. Expect this to matter most in mid-to-late game when the front lines stretch across continents.

Navy Captains — Individual ships can now have their own named officers with evolving traits gained through battle experience. This RPG layer adds meaningful personality to naval management, a part of the game that has historically felt more abstract than land warfare.

War Effort Patch: Free Naval Overhaul and Quality of Life {#war-effort}

Here’s the headline for players on the fence: the War Effort patch is entirely free, and it’s substantial.

Complete Naval Rework

HOI4’s naval mechanics have been a recurring frustration for years. The War Effort patch addresses core issues:

The submarine detection formula is rebuilt from scratch, and the minimum naval hit chance drops from 2% to 0.5%, significantly reducing torpedo over-lethality.

Carrier-based aircraft can now execute air missions while their task force is conducting a naval mission — removing a long-standing limitation.

Strike forces can target engagements already in progress, improving their tactical responsiveness.

Indonesia National Focus Overhaul (Free)

All players receive a deep rework of Indonesia’s national focus tree: a three-stage National Revolution, a 10-step Escalation system, and distinct political paths for Sukarno and Tan Malaka.

“Click Reduction Technologies”

One of the most-requested QoL improvements, this change consolidates or removes repetitive industrial and political prompts that accumulate in mid-to-late game, meaningfully reducing busywork.

Performance Improvements

Late-game execution speed (1942 onward) is improved — a critical fix for long campaigns where slowdown has historically dragged sessions to a crawl.

Is Thunder at Our Gates Worth Buying? {#verdict}

The War Effort patch alone is reason enough to return to HOI4 regardless of whether you buy the DLC. The naval rework addresses longstanding complaints, and the performance improvements matter on long campaigns.

Thunder at Our Gates makes most sense for players who:

Enjoy non-European theaters and nations that don’t usually get the spotlight;

Want to explore the Pacific War from angles beyond Japan or the United States;

Are collecting Theater Packs — this is the fourth, following Peace for Our Time, Trial of Allegiance, and Graveyard of Empires.

If you primarily play Western Europe or classic Axis scenarios, the Theater Pack is optional. But the free patch is worth installing either way.

At the time, nobody bet on a success exceeding three years — WW2 grand strategy was niche, initial sales were modest, and the competition from Company of Heroes 2 or community HOI games remained strong. Ten years later, HOI4 is Paradox’s most-played game, with over 30 million cumulative players by Steam’s latest estimates. A look back at a decade that rewrote the rules of PC grand strategy.

TL;DR:

2016-2017: promising but imperfect launch, the community fixes what Paradox overlooked

2018-2020: golden age of DLCs (Man the Guns, La Résistance) + mod explosion (Kaiserreich, TNO, Millennium Dawn)

2021-2023: No Step Back, By Blood Alone, Arms Against Tyranny — Paradox refines the formula at the cost of a heavy DLC stack

2024-2026: Paradox Tinto takes over, modernizes the UI, officially collaborates with modders

The future: Thunder at our Gates (Australia/Thailand/Indonesia), naval overhaul, 10th anniversary under the banner of click reduction

June 2016. HOI4 hits Steam with a clear promise: simplify HOI3’s heavy formula without betraying it. The bet is partially met. The UI is readable, equipment production abstract but elegant, combat system more snappy. But the game suffers at launch:

National focus trees limited to the 7 major powers (Germany, USSR, USA, UK, France, Italy, Japan)

Naive AI struggling to run coherent campaigns past 1941

Naval and air mechanics anemic compared to land

Little non-European content — the Pacific is playable but empty

Fortunately, the modding community jumps on the game immediately. Kaiserreich, ported from Darkest Hour, drops in late 2016 and offers an uchronia where Germany won WWI. It’s the first thunderclap — a mod more ambitious than the base game.

DLCs roll out at measured pace: Together for Victory (2016, Commonwealth), Death or Dishonor (2017, Central Europe). They add focus trees where the base game cruelly lacked.

2018-2020: golden age of DLCs, mods validate the game

Starting in 2018, Paradox finds its rhythm. Waking the Tiger (2018) reworks China and Japan with unprecedented depth. Man the Guns (2019) modernizes the navy. La Résistance (2020) introduces spies, resistance networks, and coups — a major gameplay pivot. It’s the first true “mechanics” DLC, elevating HOI4 to full-fledged grand strategy status.

On the mod side, 2018-2020 sees the explosion of The New Order: Last Days of Europe (TNO), a dystopian uchronia where the Reich won by 1962. Dark tone, dense narratives, integrated visual novel — TNO becomes the most-downloaded mod in the entire grand strategy category on Steam Workshop.

Millennium Dawn opens another front: playing HOI4 in 2000 (or 2017, or 2024 depending on version), in a contemporary world. It’s the mod that convinces non-WW2 fans to buy HOI4.

2021-2023: mature formula, but the DLC gets heavy

No Step Back (2021) is arguably HOI4’s best DLC. Full USSR rework, High Command Balance of Power system, new equipment divisions — everything is there. Followed by By Blood Alone (2022, Italy/Switzerland/Ethiopia), Arms Against Tyranny (2023, Scandinavia).

But the model starts to weigh. Players must shell out nearly $300 to own every DLC. New entrants are intimidated. The community splits between “you need them all” and “Paradox is milking us.” The debate on Paradox’s DLC model (which we analyzed in our article on 25 years of Paradox DLCs) grows tense.

2024-2026: Paradox Tinto, modernization, modder collab

Late 2023, Paradox restructures. Paradox Development Studio (PDS) refocuses on Europa Universalis V in development, and Paradox Tinto (the Imperator: Rome 2.0 team) inherits HOI4 support. The change is immediately felt:

Trial of Allegiance (2024): South America rework, excellently received

Götterdämmerung (2024): major expansion on the Reich’s end, dark narratives

Graveyard of Empires (2025): Afghanistan, Iran, Middle East — a long-forgotten zone

Peace for Our Time (April 2026): Czechoslovakia Focus Pack co-designed with official modders — a first

In parallel, free 2026 updates focus on “Click Reduction Technologies” — UI modernization and reduction of click-intensive micro-management, aligned with EU5 Rossbach’s Unit Templates. Paradox Tinto is converging the UX of all its games.

The 5 mods that redefined HOI4

Impossible to talk HOI4 without mentioning its mod ecosystem, the richest in the entire grand strategy category.

Kaiserreich — “Germany won WWI” uchronia. Over 150 focus trees, dense narratives, considered a second base game by many.

The New Order: Last Days of Europe — 1962 dystopia, a crumbling victorious Reich. Unique visual narrative, 20 playable nations with deep focus trees.

Millennium Dawn — contemporary world. Lets you play the late Cold War, the 2010s, even 2024 depending on the branch.

Old World Blues — Fallout crossover. Alternate-history nuclear post-apo, new radioactive mechanics, retrofuturistic aesthetic.

Road to 56 — base game extension. Adds dozens of focus trees for small nations overlooked by Paradox.

These 5 mods account for, per latest Steam Workshop data, over 60% of HOI4 playtime outside vanilla scenarios. It’s an ecosystem without equivalent on PC.

What’s coming: Thunder at our Gates and the naval overhaul

Paradox Tinto confirmed in its April 2026 State of the Game:

Thunder at our Gates (Q3 2026): new Country Pack with focus trees for Australia, Thailand, and Indonesia. The long-ignored Southeast Pacific finally covered.

Naval overhaul: currently in open beta, full rebalance of submarines (deemed “too easily detected”), carriers, and escorts. Ships with patch 1.16 scheduled for summer.

Performance and AI: ongoing fixes, priority on late-game campaigns (1942-1948) where lags pile up.

10th anniversary celebrations: kept secret until the big day (June 6). Rumors of free skins, a Steam event, and possibly a sale on all DLCs.

Verdict: where does HOI4 stand 10 years in?

HOI4 in 2026 is a more complete, more refined, and more alive game than at launch. The original critiques — weak AI, anemic navy, missing non-European content — have been largely addressed by 10 years of patches and DLCs. The new critiques — cumulative DLC price, growing complexity — are the flip side of a formula that works.

For a new player in 2026, the right entry point is:

Base game + Peace for Our Time ($5.99 — great intro)

Then No Step Back or La Résistance (based on East/West preference)

Add a mod (Kaiserreich for a gentle start, TNO for narrative)

For the veteran, April-June 2026 is an ideal moment to come back: Peace for Our Time just dropped, Thunder at our Gates approaches, naval patches incoming. And for the full retrospective on winning strategies, see also our HOI4 mods guide 2026.

Over 60% of HOI4 playtime happens outside vanilla scenarios per Steam Workshop stats. In 2026, which 10 mods are must-tries? Our ranking.

TL;DR:

2 monument mods (Kaiserreich, TNO) that almost amount to a second base game

3 “context” mods changing era or universe (Millennium Dawn, Old World Blues, The Great War)

3 “extension” mods that improve vanilla (Road to 56, Black ICE, Fuhrerreich)

2 “hidden gem” mods often underrated (Equestria at War, Red Flood)

All 100% free via the Steam Workshop

Setting: uchronia. Germany won World War I in 1919. The British Empire crumbles, the US slides into its 1936 crisis, France is a Syndicalist Commune.

Why it’s #1: over 150 national focus trees, hundreds of scripted events, a fully reconstructed coherent world. Considered by many as better than HOI4 vanilla. Downloaded over 2.5 million times.

For whom: newcomers to mods and HOI4 veterans wanting their first uchronia. Compatible with No Step Back, By Blood Alone, and most DLCs.

#2 The New Order: Last Days of Europe

Setting: 1962 dystopia. Nazi Germany won the war but is collapsing under its contradictions. The USSR fragmented into warlords, America in civil war.

Why it’s iconic: the darkest and most polished narrative in the HOI4 ecosystem. Integrated visual novels, dense writing, nuanced historical representations. Not a “fun” mod — a political work.

For whom: players who love narrative RPGs, dystopia, political writing. Warning: heavy content (genocides, torture, totalitarianism). Not for everyone.

#3 Millennium Dawn: Modern Day Mod

Setting: contemporary world. Choose between 2000, 2017, or more recent versions (up to 2024). Late Cold War, modern NATO, asymmetric conflicts.

Why it’s a must: HOI4 in today’s world. Play the post-9/11 United States, Putin’s Russia, contemporary China. Focus trees integrate real-world events.

For whom: players who want to step out of WWII. Several submods (Millennium Dawn: Black Sea, Millennium Dawn: Cold War) extend the concept.

#4 Old World Blues

Setting: Fallout crossover. Post-apocalyptic, radioactive, 2275. Enclave, NCR, Brotherhood of Steel in open war in the ruins of a destroyed America.

Why it’s unique: radioactive mechanics are one-of-a-kind. Mutant divisions, ghouls, radiation dose management. The retrofuturistic 1950s aesthetic is gorgeous.

For whom: Fallout fans, post-apo aesthetics lovers. Excellent for a break between two serious vanilla runs.

#5 Road to 56

Setting: HOI4 vanilla extended. Same map, same era (1936-1948), but with focus trees for all nations.

Why it’s essential: the mod Paradox should have integrated from day one. Czechoslovakia, Greece, Iraq, Mongolia — all now have coherent trees. Since the Peace for Our Time DLC (see our review) officialized the modder collab, R56 remains the reference for “minor nations.”

For whom: vanilla players wanting more variety without changing the universe. Compatible with most other mods.

#6 Equestria at War

Setting: My Little Pony crossover. Equine powers in conflict, friendship/conquest mechanics, pony factions.

Why don’t judge a book by its cover: contrary to appearances, it’s one of the most seriously designed HOI4 mods. Dense political narrative, nuanced totalitarian system depictions, focus trees deeper than many paid DLCs. The community lovingly calls it “the mod that shouldn’t be good but is.”

For whom: open-minded players, curious about ambitious community mods. Don’t skip it over the MLP theme.

#7 Red Flood

Setting: extreme uchronia. 1936 where avant-garde movements (dada, futurism, Russian cosmism) replaced classical ideologies. A world where nobody knows exactly what’s happening — by design.

Why it’s wild: the most unpredictable mod in the ecosystem. Events are surrealistic, factions absurd, consequences unpredictable. Unique atmosphere.

For whom: HOI4 veterans seeking something completely different. Disorienting at first, addictive after 20 hours.

#8 Fuhrerreich: Legacy of the Great War

Setting: Kaiserreich alternative — Germany won WWI but via a different scenario. Distinct German factions, reconfigured world setup.

Why try it: for those who’ve worn out Kaiserreich, Fuhrerreich offers a fresh take on the same premise. Less known, but qualitatively close.

For whom: Kaiserreich fans wanting something new. Not ideal as a first uchronia mod.

#9 The Great War: American Dream

Setting: World War I. HOI4 started in 1910, with era-appropriate tech and doctrines.

Why it’s unique: the only mature WWI mod in HOI4. Primitive tanks, trenches, nascent aviation — all reinvented for the era. Perfect for recreating the Great War on the Entente or Central side.

For whom: WWI enthusiasts, amateur historians. Less “fun” than more fanciful mods but very educational.

#10 Black ICE

Setting: HOI4 vanilla but hardcore. Every battle is decisive, every equipment matters, every division has 10x more granularity.

Why it’s a school: the mod for realism obsessives. You won’t win in 6 months with Germany — Barbarossa can actually fail. Campaign time 2-3x longer.

For whom: HOI4 veterans who find vanilla too easy. Warning: brutal learning curve. Accompany it with the Black ICE wiki guide.

How to install a HOI4 mod

Open HOI4 and click “Mods” in the main menu

Go to Steam Workshop (steamcommunity.com/app/394360/workshop/) and search for the mod

Click “Subscribe” — the mod downloads automatically

Back in HOI4 → Mods → check the mod → Click “Play”

Conflicts: don’t enable multiple total conversions (Kaiserreich + TNO + Millennium Dawn) simultaneously. Light extensions (Road to 56, Black ICE) can sometimes coexist with conversions — read the description first.

To go deeper on HOI4, see our 10-year retrospective, our Peace for Our Time review, and our main DLC guide.

Happy modding — and remember: HOI4’s strength in 2026 is as much its DLC catalog as this community ecosystem without equivalent on PC.

HOI4 Götterdämmerung: Complete Guide to Germany and Alt-History (2026 Edition)

"Complete guide to the Hearts of Iron IV: Götterdämmerung DLC. German focus tree, Speer/Goering/Himmler

Released by Paradox Interactive in November 2024, Götterdämmerung is the most ambitious expansion ever published for Hearts of Iron IV on the German theatre. The DLC fully replaces the aging 2016 national tree with a massive focus tree built around three figures of the Nazi regime (Speer, Goering, Himmler), introduces new special units (He-162 jets, V-weapons) and opens up unapologetic alternate-history branches: prolonged war, separate peace, negotiated surrender. Here is the full 2026 guide to tackle it.

TL;DR:

Price: €19.99 / $19.99 on Steam — major DLC, not a Focus Pack

Content: complete new German focus tree, Speer/Goering/Himmler branches, jets and V-weapons, alt-history endings

Verdict: essential for anyone playing the Axis seriously, an overhaul long overdue (8 years)

Target audience: Germany players, WW2 alt-history fans, Paradox completionists

Prerequisites: HOI4 base game; Man the Guns + No Step Back + La Résistance strongly recommended

Before diving into strategy, let’s lay out the content. Götterdämmerung delivers five distinct blocks:

Full overhaul of the German focus tree: the 2016 tree is gone, replaced by a tree four times as large with three internal power branches.

Three-way internal Balance of Power within the regime: Speer (technocratic productivist), Goering (Luftwaffe + classic war economy), Himmler (SS + ethnic collaboration).

New special units: He-162 Volksjäger and Me-262 jet fighters, V-weapons (V-1, V-2) tied to a reworked strategic bombing system.

Alt-history branches without compromise: Welteroberung (prolonged total war), separate peace in the West, internal collapse scenario, negotiated end.

New interactions with Italy, Hungary, Romania and occupied territories through a deeper collaboration / resistance system (synergy with La Résistance).

On the quality-of-life side, the DLC also adds new leader portraits, two new music tracks, and reworks scripted historical events through 1948 — previously, post-1945 timelines used to dry up sharply.

The new German focus tree: branches and critical choices

The tree revolves around a three-pole Balance of Power. Each military, economic or political focus tilts the internal balance between Speer, Goering and Himmler. Tilting too far too early locks branches, unlocks powerful bonuses but also penalties.

Speer branch (technocratic)

Specialties: war industry, heavy mechanisation, jets (He-162, Me-262), V-weapons, late planned economy

Key bonuses: +25% military factory efficiency, accelerated jet access, V-weapons available from 1944

Best for: long campaigns with sustained attrition, players who love industrial optimisation

Weakness: few diplomatic bonuses, heavily dependent on a long war

Goering branch (Luftwaffe + classic economy)

Specialties: air doctrine, heavy fighters, aluminium/rubber output, strategic raids

Key bonuses: -20% air production time, Operational Integrity doctrine unlocked early, improved air resupply

Best for: players who want to dominate European skies before the ground war

Weakness: slow pre-war economy, vulnerable if the Luftwaffe loses air superiority

Himmler branch (SS + collaboration)

Specialties: occupation, collaboration / pacification, Waffen-SS divisions, internal espionage

Key bonuses: -50% resistance in occupied territories, SS divisions with superior stats, integration of puppet states

Best for: massive conquest runs (Welteroberung) where occupation becomes the real challenge

Weakness: stability penalties, revolt escalation if overextended, poor diplomatic reputation

The classic trap: trying to grab everything. Pick a dominant branch before 1939 — the tree punishes indecision through an internal coherence penalty (-15% political power).

Early game Germany strategy with Götterdämmerung (1936-1939)

The first three years’ goals haven’t changed: rearm, annex Austria + Sudetenland + Czechoslovakia, prepare Poland. Götterdämmerung changes how you get there.

January 1936 — first critical choice: Rhineland first (still mandatory), then immediately commit to one of the three branches. New twist: picking the Vier-Jahresplan or Speer Memorandum focus as early as 1936 sends a strong signal in the internal BoP.

Practical tips:

Build 5-6 civilian factories per month until 1937, then switch to military factories

Keep Mobile Warfare as your land doctrine (the new Goering branch makes Operational Integrity tempting but don’t make it your only doctrine)

Anschluss + Sudetenland: automatic with the right focuses — no need to plan a war

Czechoslovakia 1938: Götterdämmerung interacts here with Peace for Our Time (April 2026 Czech DLC). If you own both, the Czech AI may resist militarily — prepare 80+ divisions instead of the usual walkover

💡 Tip: if you target the Speer branch, unlock the Industrial Concentration focus before 1939. It accelerates civilian-to-military factory conversion by 30% for 6 months — a decisive boost before Poland.

Poland (September 1939): the war itself doesn’t change, but Götterdämmerung lets you choose how to occupy Poland. Himmler branch → Generalplan Ost (maximised extraction yield, strong resistance). Speer/Goering branches → classic military administration (medium yield, manageable resistance).

Mid game: Barbarossa and alternatives

This is where Götterdämmerung changes the most. The tree pushes you to choose when and how to attack the USSR — or even whether to attack at all.

Option 1 — Historical Barbarossa (June 1941)
Doable, recommended for a first run. The DLC adds dedicated Operation Barbarossa focuses that unlock up to 12 pre-positioned Panzer divisions and an organisation boost for 90 days. Combined with No Step Back, this remains the most stable path.

Option 2 — Delayed Barbarossa (1942 or 1943)
Götterdämmerung truly opens this path. You stay at peace with the USSR, finish the United Kingdom first (via Sealion or negotiated peace — see Goering branch), then attack Stalin with a mature war economy and the first operational jets. Risky: Stalin also has time to rearm.

Option 3 — No Barbarossa
Late Himmler branch or “façade-pacifist” Speer. You focus on the Atlantic, Africa, Middle East. Possible but fragile: the USSR usually declares war around 1944-1945 unless you trigger an explicit separate peace scenario (rare).

Eastern Front, key tips:

Never overextend attrition: AI Wehrmacht consumes equipment faster than you can produce it. Mass-produce self-propelled artillery

V-weapons: available via Speer from 1944. Strikes on London and Moscow — psychological effect modelled by an enemy stability penalty

He-162 jets: mass production is feasible (the Volksjäger was designed for it). They don’t replace pilots, but they saturate the skies against P-51s and Spitfires

End game: alternate endings (Welteroberung, separate peace, etc.)

Götterdämmerung introduces four major endings post-1944 that the old tree didn’t offer. They aren’t mutually exclusive in mid-game — your final BoP determines what stays accessible.

Welteroberung (world conquest)
Dominant Himmler branch + 80%+ of Eurasia under control. The Welteroberung decision unlocks a final wave of focuses (long occupation, protectorate integration, ultimate pacification). Long, demanding, but the most “alt-history fantasy” ending in the DLC.

Separate peace in the West
Dominant Goering or Speer branch + air superiority over the Channel + at least one serious Soviet setback. You open a diplomatic channel with London. If Churchill holds, it fails — but in certain scripted scenarios (Halifax as PM, British naval defeat in the Atlantic), it succeeds. You keep Western Europe, lose the colonies, and keep fighting in the East alone.

Internal collapse (the “realistic” ending)
Triggerable even unwillingly: if your BoP becomes incoherent and you lose a Stalingrad-equivalent battle, Himmler or Goering may attempt a coup. Civil unravelling, territorial fragmentation, early end. Not fun to play but historically interesting.

Negotiated 1945 surrender
The “realistic-lite” ending. You’ve lost on every front, but Götterdämmerung allows a negotiated surrender rather than unconditional one if Speer dominates the BoP at the end (he historically preserved part of German industry). You keep 1937 borders, lose all alt-history focuses. Short but clean path.

Is Götterdämmerung worth its price? Verdict

Yes — without hesitation for anyone playing Germany. At €19.99, this is a major DLC (on par with No Step Back or Man the Guns), and the content delivers:

A tree overhaul long awaited since 2016, finally shipped with real ambition

Three internal branches with high replayability (each deserves 2-3 campaigns)

Four major endings that genuinely change the conclusion

Compatibility now stabilised with other major DLCs (successive patches since November 2024)

Honest critiques:

The Goering branch is less fleshed out than the other two — Paradox acknowledged a rebalancing patch is in the works for mid-2026

Some AI interactions (notably USSR pre-1941) can bug out with poorly updated cosmetic mods

The €19.99 price remains high for a DLC that only touches one nation — the main community complaint

For players who never touch Germany and stick with minor nations (Yugoslavia, Peru, Mexico), Götterdämmerung is conversely skippable. Prefer Peace for Our Time (Czechoslovakia) or regional Focus Packs, more relevant to those playstyles.

The 4 political paths,

Two years after Götterdämmerung, Paradox is back on Hearts of Iron IV with a brand-new format: a Focus Pack co-designed with the modding community. Peace for Our Time, out April 22, 2026 at $5.99, promises to turn Czechoslovakia — a historically passive HOI4 nation — into one of the political hinges of the late 1930s. Two days post-launch, we’ve dug through all four paths. Verdict.

TL;DR:

Tiny price ($5.99) for a surprisingly dense package — four political paths, three brand-new mechanics

Divided Nation: a social mechanic that forces you to balance internal factions

Army Readiness Balance of Power: military reform becomes a political lever

Exportable weapons industry: Czechoslovakia playable around Škoda and ČKD

Three modders credited on the pack: a first for Paradox

A hybrid Focus Pack: the format goes official

Czechoslovakia’s 4 political paths

Divided Nation: governing a fragmented democracy

Weapons industry: Škoda and arms exports

Verdict: a $5.99 DLC you shouldn’t skip

A hybrid Focus Pack: the format goes official

Peace for Our Time launches a formula Paradox has been cautiously testing for years: officially bringing veteran modders into a paid DLC. Logan ‘Spicy Alfredo’ Calkins, Abbus Fung, and Marijn ‘marijn211’ Vroegh are credited and co-designed the pack.

Concretely, the result sits between the classic Focus Pack (just a new national tree, like Spirit of Vengeance) and a true expansion (à la La Résistance). We get a complete focus tree for Czechoslovakia AND three unique mechanics — something Paradox had never done on a product under $10.

For the player, that’s an excellent content-to-price ratio. For the modding community, it’s a strong signal: Paradox acknowledges that its best focus trees are often community-made.

Czechoslovakia’s 4 political paths

The Czechoslovakia of 1936 isn’t dealt a great hand. Historically, it’s absorbed after the Munich Agreement in 1938 — hence the pack’s ironic title. The DLC offers four ways to refuse that fate:

Democratic Path — the most faithful to Beneš’s spirit. You fight to preserve territorial integrity against German and Hungarian claims, forge a defensive coalition with Yugoslavia and Romania (revitalizing the Little Entente), or set up a government in exile in London if partition becomes unavoidable. Narratively the richest path.

Communist Path — workers’ revolution in Prague. Two sub-branches: joining the Comintern alongside Stalin’s USSR, or building a Balkan socialist federation independent of Moscow. Great for players who love high-divergence what-if runs.

Monarchist Path — restoring a kingdom on Czech lands. The tree seriously entertains a Habsburg return or electing a dictator-king in Charles I’s lineage. The most “exotic” path — historically implausible but delicious for roleplay.

Fascist Path — military dictatorship with potential Axis alignment. Less fleshed out than the other three (you sense the modders believed in it less), but useful for “rapid conquest” runs.

Divided Nation: governing a fragmented democracy

Divided Nation is the Focus Pack’s headline mechanic. Historical Czechoslovakia was a multiethnic state — Czechs, Slovaks, Sudeten Germans, Hungarians, Poles, Ruthenians. The DLC models these tensions through a system of internal factions that evolve based on your decisions.

Each minority has demands. Ignoring them raises the risk of separatist movements. Appeasing them costs Political Power. The system echoes Imperator: Rome’s but smoother: no invasive micro-management, just a handful of decisions per year that redraw your internal map.

It’s clever. And it’s what gives the democratic path its flavor: holding your coalition together year after year while Germany rearms.

Army Readiness Balance of Power: reforming the army under pressure

The second new mechanic: the Army Readiness Balance of Power. It’s a balance-of-power, Paradox’s favorite toy since No Step Back, but this one pits traditional command (conservative officers) against reformers (young mechanized school inspired by Ludvík Krejčí).

Each military focus tips the scale. Too far toward reformers → risk of military coup. Too far toward traditionalists → your army stays locked in 1918 interwar doctrine. The system forces arbitration, and it’s tied to industry (see next section).

One gripe: the BoP is unbalanced in favor of reformers in mid-campaign. We’re hoping for a hotfix before June.

Weapons industry: Škoda and arms exports

This is the mechanic that changes the gameplay for Czechoslovakia. The country historically housed Škoda and ČKD, two of Europe’s biggest 1930s arms manufacturers. The DLC lets you:

Produce exportable light tanks and anti-tank guns

Sign arms contracts with other nations (typically Yugoslavia, Romania, Turkey, later the UK)

Earn diplomatic prestige + PP through exports

It’s the first time HOI4 models arms-based diplomacy this directly. It creates delicious emergent situations: selling tanks to a future enemy, or quietly equipping resistance movements.

Graphical note: the Prague and Bojnice castles get unique 3D models on the map. Cosmetic, but nice. Two new music tracks too, in line with the Slavic scores from No Step Back.

Verdict: a $5.99 DLC you shouldn’t skip

Peace for Our Time is one of the best deals in the HOI4 catalog. For $5.99, you get:

A deep focus tree worthy of a well-treated “minor” nation

Three genuinely original unique mechanics

The hybrid Focus Pack + mechanics format that we hope Paradox reuses

The gripes are minor: the fascist path is less developed, the Army Readiness BoP is slightly skewed, and integration with major DLCs (La Résistance, Arms Against Tyranny) could be tighter.

But for $6, skipping this DLC would be a mistake. Especially since HOI4 turns 10 years old on June 6, 2026 — a great moment to come back, or to dive in.
1. Kaiserreich (the reference)

The most famous HOI4 mod. Alternate universe where Germany won WWI in 1918. Europe divided between central monarchies, French/British syndicalism, and emerging powers. Hundreds of unique focus trees per nation, written by a passionate team since 2016. The richest HOI4 experience narratively.

2. The New Order: Last Days of Europe (TNO)

Dark, mature, cinematic. World in 1962 after Nazi victory in 1945. Germany collapses from within, USA in civil war, Japan dominates the Pacific, Africa is partitioned. Hollywood-style narration, iconic characters (Speer, Göring, Heydrich), crafted dialogue. The most narratively ambitious mod on Steam.

3. Old World Blues (Fallout)

Fallout universe total conversion. Post-apocalyptic America divided between NCR, Brotherhood of Steel, Caesar’s Legion, Enclave. Adjusted mechanics (radiation, raider factions, survival quests). For Bethesda fans.

4. Equestria at War (My Little Pony)

Yes, it’s serious. Total conversion based on MLP transposed into a grand strategy setting. Deep gameplay despite the tone, ultra-detailed focus trees. Millions of subscribers, huge community.

Top historical mods

5. Road to 56

Historical extension of vanilla. Adds 15-20 years of mechanics (1936→1956 instead of 1948), more focus trees, more playable nations. Ideal if you want “more of the same, but better” HOI4.

→ Subscribe on Steam Workshop

6. Black ICE

Extreme historical realism. Many more divisions, granular equipment, complex orders, harsh economy. For veterans who find vanilla too simple.

7. The Great War Redux

WWI total conversion (1910-1920). Trench warfare, mobilization, era weapons, mechanics adapted to 14-18 conflicts.

Top QoL and overhaul mods

8. Expert AI

Replaces vanilla AI with significantly more aggressive AI that better exploits mechanics. Makes the game much more challenging.

9. Command Control

Adds in-game info (factory statistics, enriched tooltips, shortcuts). Improves ergonomics without touching gameplay.

10. Better Victory Points

Rebalances VP map to be more historically accurate. Small but appreciated improvement.

Choose a HOI4 mod by the story you want to play

Large conversions do not answer the same need. Kaiserreich starts from a historical divergence while retaining the pleasure of a broad military and diplomatic campaign. Pick a country, follow political branches, and discover a different balance of power. It is a good first choice when you enjoy HOI4’s basic structure but want the map, alliances and objectives to change in a meaningful way.

The New Order asks for a different kind of attention. Its appeal comes from narrative and political situations, not from racing to paint the map as quickly as possible. Launch it when you want to read events, follow a national crisis and accept that a campaign can raise questions instead of offering a clean power fantasy.

Old World Blues and Equestria at War are even clearer about their premise: they use HOI4 as a framework for another universe. That is their strength. If you want a slightly expanded Second World War, begin with Road to 56 or a focused interface change. If you want to lose your usual bearings, choose a conversion and let it occupy the whole playset.

Installation: keep the playset understandable

Steam Workshop makes subscribing easy, but it does not make two mods compatible by magic. A short routine prevents most false starts:

Subscribe to one major conversion and check the game version stated on its Workshop page.

Create a new save. A vanilla campaign is not a reliable migration target for another map, new focus trees or a different military balance.

Run a short game, open production, research and diplomacy, then let a few weeks pass. You are checking whether the new decisions match the campaign you wanted.

Add a visual or utility mod only when its compatibility is documented. Keep the playset name so you can reproduce it after an update or in multiplayer.

The useful test is not merely “does it launch?”. Ask whether the new diplomacy, fronts and political choices make you want to continue. A popular mod can still be wrong for your style of HOI4. Conversely, one modest map or interface change can be enough to renew a country you already know.

Three starting points that avoid mod-list paralysis

You want an alternate history right away. Start Kaiserreich alone. Pick a country that catches your eye, read the opening events and accept that the political landscape is unfamiliar. This is the most direct way to feel what a total conversion gives HOI4.

You want to stay close to history with more room to play. Try Road to 56, then see what it changes for a country you already enjoy. That route fits players who like HOI4’s war economy, fronts and focus trees but want more regional decisions.

You mainly want to improve a familiar run. Start with one map, interface or AI mod. Do not immediately combine Expert AI, a military overhaul and a total conversion. Layering changes slowly tells you which one improves your experience and which only adds noise.

Compatibility, performance and saves

Ambitious projects can load more events, countries, interfaces and scripts. Instead of trusting a universal hardware claim, read the Workshop notes and run a test campaign on your own machine. Community feedback is useful, but the game version, campaign length and exact playset all affect the result.

Multiplayer is less forgiving: every participant needs the same mods in the same order. Prepare the playset before the session, launch a small test game, then begin the real campaign. It is much nicer to settle a checksum before everyone is waiting to decide Europe’s future.

What to check in the first hour

Do not judge a conversion from its title screen. Choose a country that exposes its premise quickly, read the opening events, and inspect the political focus tree before unpausing for long. Then look at three familiar places: production, diplomacy and the army planner. In a good total conversion, those screens should tell a coherent story. A changed map should affect who you trade with, a new political crisis should affect your alliances, and the military setup should give you a reason to make a different early decision.

Run one short war or political branch before adding any companion mod. You are not trying to finish the campaign. You are checking that the rules, event writing and pace suit you. If the first hour feels like administration for its own sake, remove the mod and try another direction. HOI4 has enough Workshop projects that you do not need to force yourself through a campaign whose central idea does not land.

Conclusion

The best HOI4 mods are not necessarily the ones that promise the most content on a Workshop page. They are the ones that give your next campaign a clear purpose. Kaiserreich suits a political and military alternate history, TNO a more narrative experience, and Road to 56 an enriched historical continuity. Choose one direction first, then adjust the playset around what you actually enjoyed.

How to open the HOI4 console

The key depends on your keyboard layout. On a US or UK QWERTY keyboard, try <kbd>~</kbd>.

On a German QWERTZ layout, try <kbd>§</kbd>. French AZERTY players should try <kbd>²</kbd>.

If neither works, test <kbd>Shift + Alt + C</kbd> before assuming the console is unavailable.

⚠️ Warning: in HOI4, using the console disables Steam achievements for the current game (unlike EU4). If you’re achievement-hunting, keep a clean save before cheating.

⚠️ No console in Ironman or multiplayer modes.

Focus: the most powerful commands

instantconstruction

Alias
ic
. Use it on a working save to compare two factory or fortification plans, then reload before the main campaign. It can reveal a bottleneck; it should not erase the cost of every building.

research_on_icon_click

Activate it, then click a technology to test how a doctrine, tank or support weapon changes a frontline. The useful question is what the technology enables in a particular war, not how quickly it can make every research screen disappear.

tag [CODE]

Use it briefly to inspect another country’s stockpiles, armies, alliances and war goals. Switch back quickly: it is a magnifying glass for the AI, not a way to run two countries for years.

Germany: production or timing? Copy a 1939 save, use a modest
add_equipment
amount for one infantry model, then replay a few weeks. If the front still fails, the problem may be supply, doctrine or the battle plan rather than equipment alone.

Japan: fleet or diplomacy? Inspect the navy with
tag JAP
, then use
observe
to see which alliances and wars change the Pacific. This separates a naval preparation issue from a strategic commitment you cannot sustain.

Soviet Union: research or logistics? Test one relevant technology with
research_on_icon_click
, then look at supply, divisions and terrain on a copied Barbarossa scenario. A stronger tank model does not automatically solve an overstretched frontline.

Treat the console as a campaign workshop

Before entering a command, make a copy of the save and give it a clear name such as
France-supply-test
. Define one question: does this offensive fail because of equipment, manpower, supply or a missing ally? Then change one variable. A small
manpower
injection, a single technology, or a brief country switch can be enough to reveal the answer.

Start with
help
, and use
help
followed by a command name when the syntax is unclear. The HOI4 console reference is a better source than a guessed tag or an old video. Equipment identifiers, scripted events and modded content can all change the expected result.

Production and construction

instantconstruction
is useful when you want to compare the strategic value of civilian factories, military factories, forts or infrastructure without waiting through years of building. Run the comparison on the copied save, look at supply and production lines, then reload. If a new railway or factory changes the campaign, you have learned something actionable about the real build order.

Frontlines and diplomacy

tag [TAG]
,
observe
and small equipment tests help explain an AI decision that looks irrational from the outside. Switch to a neighbour, inspect its divisions and stockpiles, then return to your own country. The real insight may be that the enemy lacks fuel, that an ally never joined, or that a front is consuming more supply than the map can deliver.

Commands such as
winwars
,
annex
and
yesman
are best reserved for an explicit what-if. They can show the aftermath of a peace settlement, but they remove the very attrition, diplomacy and war score that make a normal HOI4 campaign interesting. Use them on the test copy, observe the consequences, and keep the clean campaign honest.

A pre-offensive test checklist

Before blaming a division template, pause the copied campaign and inspect five things: available equipment, manpower, fuel, supply hubs and the number of divisions already assigned to the frontline. Use the console only to test the uncertainty you cannot isolate otherwise. For example, add a limited amount of infantry equipment, run the offensive for a few days, and compare the supply map with the original save.

Do the same with technology. A clicked research can show whether a support company or doctrine changes the battle enough to matter. If it does not, the answer may be terrain, planning bonus, air superiority or a missing railway rather than a research delay. This is why a short controlled scenario is valuable: it directs your attention toward the actual constraint instead of making every loss feel random.

When the test is finished, reload the clean save and turn the observation into a normal decision. Build the infrastructure, wait for equipment, shorten the frontline, request an ally, or postpone the war. The console has then done its job without replacing the campaign.

Extend cheats via mods

Several Steam Workshop mods enrich the experience:

Cheat Menu — GUI for all commands, no typing.

Dev Tools for Modders — advanced test tools (scripts, global variables).

No-Step-Back Cheat Console — commands for the No Step Back DLC.

Conclusion

HOI4 console commands are most useful when they turn one confusing campaign moment into a testable question. Keep
manpower
,
add_equipment
,
tag
and research commands on a working save, then return to the clean campaign to make the real choice. That protects the uncertainty and consequences that make a war plan worth playing.

For the official exhaustive list, the HOI4 Paradox wiki remains the reference.
